The first Anglo-Americans came to the area of present-day Manitou Springs in 1859, shortly after the Pike's Peak Gold Rush. The name "Manitou" comes from the native Algonquin word meaning "spirit." The town was founded in 1872 by Dr. William Abraham Bell, a Civil War surgeon who was looking for a place to recuperate from an illness. Bell had been advised by his doctor that he would do best at a dry climate with warm waters. He traveled across the Great Plains and made it all the way to Denver before being stopped in his tracks by an early blizzard. It was then that he decided that Colorado Springs, situated just east of Pikes Peak, would be the perfect place for a permanent settlement.
Dr. Bell visited Manitou Mineral Springs on October 24, 1872 and was so impressed with its curative powers that he bought land around the springs and built several bathhouses in order to attract health seekers to the area. That same year, Dr. Bell and General William Jackson Palmer (founder of neighboring Colorado Springs) built the first hotel in the Colorado Springs area and called it "The Antlers" (although it burned down and was rebuilt in 1883). Soon afterward more hotels were built including the Arcade Hotel which still stands today and is on the National Register of Historic Places.

Residents of Manitou Springs are served by a Mayor and a City Council consisting of 6 elected members. The City Council meets on the 2nd and 4th Monday of each month at 6 p.m. in the City Hall Board Room. The public is encouraged to attend these meetings and provide input on local issues.
